Constitutional legislation should not be (exclusively) a matter for the political class. In modern pluralistic democracies, it is crucial for citizens to be involved in the process of constitution-making.

However, this does not mean that institutions of popular participation in constitutional legislation are without difficulties and risks, both in terms of possible manipulation of citizens through the manifestation of constitutional populism, and in terms of the adoption of provisions that may appear attractive but could prove problematic.

Constitutional legislation is a very serious matter. In order to lead to successful results, it requires the collaboration of the political class with civil society and the scientific community. Primarily, it requires clarification of the process, principles, method, stages, and criteria of constitutional legislation.

Finding the optimal content of the Constitution is not purely a political matter, where it is sufficient to clarify the substantive and procedural barriers to the revision of the Constitution in order to decide on constitutional reforms. On the contrary, it presupposes the development of rules and methodological tools that will guide the constitutional legislator in designing the Constitution.

Furthermore, it is crucial to broaden the circle of those involved in constitutional legislation, clearly defining the procedures and role of each participating subject.
