The main threats to fishing are overexploitation and pollution. Because these impacts do not know borders, collective action was needed.

Initially an annex to the common agricultural policy as desired by the Treaty, which linked fishing products to those of land and animal feed, the fisheries policy became an independent common policy in 1983. The basis of the Community's common fisheries policy was Regulations 170-172/83.
