The third edition of the book became necessary after the recent legislative changes that occurred in Law 4412/2016, especially with the provisions of Law 4605/2019 "Harmonization of Greek legislation with Directive (EU) 2016/943 of the European Parliament and of the Council of 8 June 2016 on the protection of undisclosed know-how and business information (trade secrets) against their unlawful acquisition, use and disclosure (EEL 157 of 15.6.2016) - Measures to expedite the work of the Ministry of Economy and Development and other provisions" (Government Gazette A' 52).

It should be noted that the changes brought about by Law 4605/2019 concern not only the substantive law of public contracts, but also the law of legal protection in the field of related disputes, both at the administrative and judicial levels. Among these are substantial modifications to the provisions regarding administrative appeals exercised at the pre-contractual stage of public contracts (objections) and their legal nature, which are undoubtedly now evident, as well as to the jurisdiction of the courts that deal with the relevant legal disputes at the pre-contractual and execution stages of the public contract, which are concentrated in the regular administrative courts and the Council of State.
