The present study aims to understand and highlight the concept of the "bureaucratic state" and the peculiarities and deviations of the Greek reform project compared to the "example" of the Bureaucratic State dominant in administratively developed Western countries, from the crisis onwards.Through this study, the reader can draw useful data for the evaluation of ongoing public policies, as well as future efforts. The "bureaucratic capacity" is presented and analyzed as a prerequisite for rational guidance and effective implementation of public policies. 

The study extensively presents the basic provisions of Law 4622/2019, which reflect the concern for a unified and coherent implementation of the government program through strong central institutions of administrative coordination of public policies. At the same time, it systematically examines the various critical reactions of the political world and the scientific community to the legislation, while assessing the persuasiveness of the government's responses based on internal coherence and interdisciplinary approach of each argumentation.

The reader will be able to understand the theories about the Bureaucratic State with the reform proposals for the organization and operation of Public Administration at both national and European level, while at the same time, grasping the basic conceptual framework and the changing perceptual framework of "bureaucratic governance". Therefore, by clarifying from a regulatory and functional perspective such a widespread concept of political-administrative relevance, such as the Bureaucratic State, this study constitutes a necessary work for understanding this complex and multidimensional phenomenon.
