Not been able to auto boost properly at its default speed of 4.6GHz (and occasionally at 4.75GHz) could mean a lot of things. The CPU could be defective, or the power delivery has issues, or could be windows and literally anything. Even though this CPU is a low power one (65W TDP, 76W PPT) I have to ask if your PSU is ok. Have you checked CPU temperature?
Keep windows updated and also board chipset drivers (only from AMD website). What kind of DRAM are you running? GBs, speed, number of sticks... Have you running it with XMP/DOCP on or off? Sometimes the CPU/DRAM/Board combo do not work and at this situation getting different RAM can fix it. But before spending additional money there are a lot that could be done to try to fix any issue. Get HWiNFO64 (free software) and run it on sensors mode only. There you can see almost any reading/sensor of your entire PC.
ZenTimings is another useful report software regarding the memory subsystem of the PC.
Keep in mind that a new BIOS version can fix a lot of issues about compatibility between CPU/DRAM even though its not referred on its description. So its best to do the update since you are experiencing issues.
